Ухвалений Верховною Радою закон передбачає реформування системи охорони здоров’я для створення мережі державних і комунальних медустанов із достатнім рівнем самостійності для ефективного медичного забезпечення українців.

Зокрема, медустановам дали можливість отримати фінансову та управлінську автономію для забезпечення матеріально-технічних ресурсів системи охорони здоров’я.

Водночас вже існуюча мережа державних і комунальних закладів охорони здоров’я не буде скорочена, також вони не підлягають приватизації.
