Рай для підприємців: в Україні хочуть істотно знизити відразу два податки

В Україні знову заговорили про зниження податків для бізнесу і пересічних громадян.

У Верховній Раді з’явився законопроект №6481 про встановлення граничного рівня податку на прибуток підприємств і фізосіб. Документ подали народні депутати Сергій Лабазюк («Воля народу»), Андрій Немировський («Самопоміч»), Геннадій Чекіта (БПП).

Автори законопроекту обіцяють просто райські умови підприємцям і звичайним людям. Наприклад, податок на прибуток вони пропонують знизити з нинішніх 18% до 3%.

«В Україні не найбільший податок на прибуток. Скажімо, у США він досягає 40%, у Німеччині – 29,6%, в Італії – 31,4%. Але це країни зі стабільною економічною моделлю. Може, в майбутньому такі ж високі податки можуть бути і у нас, але зараз більш доцільно орієнтуватися на стан бізнесу, який податки вбивають», – йдеться в пояснювальній записці.

Це саме стосується і податку на доходи фізосіб, який пропонують знизити з 16% до 7%.

«Досвід поступового зниження ставки в Україні є. На 1 квітня 2011 р. податок становив 23%, з 2012 – 21%, з 2013 – 19%, з 2014 – 16%.

Але це не дало позитивного ефекту і змушує українців і далі погоджуватися на роботу без оформлення, що позбавляє людей навіть мінімальних соцгарантій», наголошується в пояснювальній записці. Роботодавцю платити за співробітника теж невигідно, тому що він воліє наймати людей без трудових договорів.

Українцям, які працюють на таких умовах, загрожує злиденна старість, бо вони зможуть претендувати хіба що на мінімальні пенсії. Особливо актуалізується ця проблема після старту реформи пенсійної системи, коли частина податкових відрахувань буде осідати на персональному рахунку працівника.

При цьому нардепи вважають, що зниження податку на прибуток вшестеро і податку на доходи фізосіб більш ніж удвічі не спричинить бюджетних втрат «через збільшення обороту грошово-товарної маси». Автори законопроекту очікують детінізації економіки, «адже 70% ВВП зараз знаходиться в тіні», стверджують вони.
