“І кожну шоколадку”: Лікарів змусять звітувати за отримані благодійні внески

Міністерство охорони здоров’я зобов’язало установи охорони здоров’я звітувати за зібрані благодійні внески з 2018 року.

Про це йдеться в наказі МОЗ №848 від 25 липня 2017 року.

“Сьогодні майже в кожному закладі охорони здоров’я працює благодійний фонд, а 7 з 10 пацієнтів платили в нього внески. Обсяги благодійних пожертв – сотні мільйонів гривень, однак досі звітність цих фондів про зібрані кошти часто була недоступною або непрозорою… Сьогодні потрібно створити умови, за яких фонд і лікарня будуть прозоро і публічно звітувати про обсяги надходжень і використання благодійних пожертвувань. Ніхто не довіряє і не буде довіряти фонду, якщо він не буде працювати прозоро та підзвітно”, – наголошується в повідомленні прес-служби міністерства.

МОЗ зазначило, що підписаний міністерством наказ створює механізм для моніторингу коштів, які жертвують у благодійні фонди лікарень; зменшує можливість використання схем, які існували до цього і містили корупційні ризики; підвищує довіру пацієнтів до явища благодійності в лікувальних установах.

Крім того, на думку МОЗ, завдяки цьому наказу можна буде реально оцінити дієвість фінансової та матеріальної допомоги благодійних фондів, про яку постійно говорять керівники установ охорони здоров’я.

Згідно з наказом, розміщення інформації про надходження і використання благодійних пожертвувань від фізичних та юридичних осіб буде здійснюватися за розробленою міністерством формою і розміщуватися щокварталу не пізніше 10 числа місяця, наступного за звітним кварталом, на території установи охорони здоров’я в загальнодоступному місці, а також на офіційному сайті установи охорони здоров’я та/або офіційних сайтах Міністерства охорони здоров’я автономної республіки Крим, структурних підрозділів з питань охорони здоров’я обласних, Київської та Севастопольської міських державних адміністрацій.
